'Nature of HIV epidemic greatest challenge'

Imphal, January 28 : The ever-changing dimensions and dynamics of the HIV/AIDS epidemic is posing the greatest challenge in halting and reversing the epidemic, according to Dr Pramodkumar, Project Director (Technical) of Manipur State Aids Control Society (MACS).

Dr Pramodkumar was speaking at the inaugural function of a four-day orientation training programme of medical officers and counselors of the Prevention of Parent to Child Transmission (PPTCT) programme on the issue of Cotrimoxazole Prophylaxis Therapy (CPT) held here at the conference hall of JN Hospital at Porompat.

Altogether 44 medical officers and 44 counsellors under PPTCT will be participating in the orientation programme being organized by the Regional Pediatric ART Centre of JN Hospital in collaboration with UNICEF and MACS.

Addressing the gathering as chief guest of the function Dr Pramodkumar highlighted that though the HIV epidemic is around 29 years in the global scenario and around 20 years in the Manipur scenario, the nature of the disease as well as the epidemic remains very complicated as every four or five years the dimensions and dynamics of the epidemic keep changing.

"What started out as an epidemic among the high risk population soon crossed over to the general population, later inducing a feminization of the epidemic.

Now it has reached out to children," he said.

"In Manipur there are around 2000 children living with HIV according to latest data, but even among these, we still are to know how many have died and how many are suffering," he added, while pointing out that dealing with children living with HIV/AIDS is a very complicated issue.

"There are various stages when the child is growing up when the inadequacy of information and counseling is felt.

Therefore, the focus is on how to counsel them keeping in mind not only their health but also the social and emotional aspects," he stated.

Dr Pramodkumar further urged the need to carry on all preventive, care, support and treatment work on a war footing so that the goal of halting and reversing the HIV/AIDS epidemic by 2012 is met with.

In his keynote address, UNICEF consultant Arun Meitram pointed out that one-third of children born to mothers living with HIV/AIDS fail to live until their first birthday, and 50 per cent of such children die before their second birthday.

However, as there are no test facilities for HIV available in the state for children in the 0-18 months age category, Cotrimoxazole Prophylaxis Therapy (CPT) comes as a boon as it helps to control opportunistic infection and thus lengthen the life span of the children.

Dr Khamba who is the Deputy Director of the PPTCT programme at MACS, informed that the death of nearly 30 per cent of children in the 0-18 months age category and born to mothers living with HIV/AIDS can be prevented to a great extent if there are facilities in the state for testing children in the above-mentioned category.

"Details are being worked out for installing such facilities by February, but until then we have to rely on test samples being sent to Kolkata and this is a time-consuming and expensive process," he said.

Head of Pediatrics Department of JN Institute of Medical Sciences (JNIMS) Dr Chourajit, Additional Medical Superintendent of JNIMS Dr Samson and media personality Yumnam Rupachandra who is the chief editor of local news cable network ISTV were also present on the occasion.

Republic Day celebrated in Manipur amid boycott call by militants

The 61st Republic Day was celebrated today in Manipur amid tight security in the wake of boycott call by six militant organisations of the Northeastern region.

Celebrations began with unfurling of the Tricolor by Governor Gurbhachan Jagat at Kangla. The march past started from First Manipur Rifles ground and passed through Kangla, Khuyathong, and culminated at First Manipur Rifles ground.

The Governor took the salute of the Republic Day parade at Kangla witnessed by large numbers of people. E Priyokumar, Commandant of First Manipur Rifles, was the parade commander.

About 40 contingents of Manipur Police, CRPF, Indian Reserve Battalion, Manipur Fire Service, Traffic Police and school students took part in the parade. Cultural programmes were presented by various performing troupes representing different communities.

As the parade ended at Manipur Rifles ground, Chief Minister O Ibobi Singh addressed the gathering and thanked them for participating in the parade.

Development in the state had taken a back seat due to disturbances from various quarters, he said. He appealed to all to work for peace.

Vigilance SP RK Meme has been selected for Police Medal for Meritorious Award this year. Three people from Manipur would also be honoured with Padma Shri awards this year. Haobam Ngangbi (Rash Leela), RK Achoubisana (Martial Arts) and Ayekpam Tomba (social worker) were the names announced.

Those honoured from the state included Gita Chopra award for Maibam Prity and bravery awards for Dijekshon Syiem and Thoi Thoi Khumanthem.

Extraordinary security measures were taken up and day and night security personnel had maintained vigil as militants had called for boycott of the celebrations. About 500 metres from the place where the salute was taken today, a bomb blast occurred last night, injuring three police personnel.

The proscribed Kangleipak Communist Party (KCP-MC) had blasted two bombs to protest the celebrations.

Six militant groups of the Northeast called for a boycott of the Republic Day celebrations and a general strike today. The Kamtapur Liberation Organisation (KLO), Manipur People's Liberation Front (MPLF), National Democratic Front of Bodoland(NDFB), National Liberation Front of Tripura (NLFT), Tripura People's Democratic Front (TPDF), United Liberation Front of Asom (ULFA) said they had been boycotting the Republic Day with a general strike every year on January 26 as a ''symbolic rejection of India's Constitution.'' All activities came to a grinding halt due to the strike and all streets were deserted.

Three blasts rock Manipur, four injured

: Serial blasts rocked Manipur on Monday evening on the eve of Republic Day, injuring four people including two security personnel, officials said.

Two police commandos were injured in two blasts near a police housing complex in Imphal at around 7.30 p.m., while two people were injured in another blast in Nambol town, 20 km from Imphal.

Stringent security measures ahead of Republic Day

Imphal, January 19 : Ahead of the Republic Day celebrations, the state administration has begun to take up stringent security measures in Manipur particularly in the valley districts and along the highways.

As of every year, the Republic Day will be observed in the state capital Imphal and in all the district headquarters.As a pre-emptive move to thwart any eventuality, security forces have been put on alert in vital installations and strategic points.

Manipur is one state where state based rebel groups often show up with their activities to express their feelings.Some counter insurgency operations have also been carried in this connection by the security forces in the valley areas.

The frisking activities by the security forces mostly the state police force have been intensified in the run up to the Republic Day celebrations in the state.

It is worth noting that Mention may be made that 39 permanent frisking/checking pickets at selected strategic points in greater Imphal areas have been opened sometimes back to contain any disruptive design.

Meanwhile, elaborate preparations have begun by the state government for the celebration of the Republic Day in the state where the main function will be held at 1st Manipur Rifles ground in Imphal.

State police department has been entrusted for organising march-past contingents.

Contingents ex-servicemen/CRPF/Manipur Rifles/Civil Police including women police/home guards/fire brigade/NCC (boys and girls)/ education institutions/voluntary organisations/civil departments/cultural parties/tableaux/civil band parties/forest department band and Assam Rifles Band Party.State education department (schools) has been asked to arrange six contingents from schools located in and around Imphal area.

The department has also been asked to arrange incentives to the participating institutions in the view of the prevailing law and order situation to ensure maximum participation of contingents.

Manipur CM meets Chidambaram, discusses security scenario

New Delhi, Jan 18 (Agencies): Manipur Chief Minister O Ibobi Singh today met Union Home Minister P Chidambaram and briefed him about the state``s security situation besides resumption of classes in educational institutions. Schools and educational institutions in Manipur remained closed for four months due to protests over the killing of a surrendered youth last July in an alleged fake encounter by police.

"The chief minister briefed Chidamabaram about the recent incidents in the state including the resumption of educational services in the state," a Home Ministry source said. The security situation and measures to ensure peace in the state were also discussed, the source said.

Singh was accompanied by state chief secretary and police chief during the half-an-hour meet.

Apunba Lup, a conglomeration of several organisations, and some student groups had launched a stir over the killing of Chungkham Sanjit, leading to closing down of the schools.

Meanwhile, the CBI will probe the death of Sanjit after the Guwahati High court ordered the case to be investigated by an "independent agency".

The agency has constituted a Special Investigation Team (SIT), headed by a joint director, to conduct the probe.

Army to patronise Manipur polo

IMPHAL, Jan 18: The GOC 57 Mountain Division today felicitated the Manipur Polo team (Sagol Kangei), who took part in the National Level Polo Championship on December 25, at Kolkata, at Leimakhong by handing over Rs. 2 lakhs cheque as a token of appreciation.

While speaking during the function the GOC 57 Mountain division DS Hooda, informed that a horse riding club would be opened in the state to which general public would be given access, adding Manipur has great potential in games and sports and he felt that the sportspersons would continue to bring laurels and honour for the state as well as the country.

He further said that the Red Shiled Division in its efforts to enhance sports potential of Manipur undertook the operation Sadbhavana project of sending the Manipur Polo team to Kolkata for National Level Polo Championship on December 25.

The team performed exceedingly well and their performance was appreciated by everyone in Kolkata.

The Lt. Gen VK Singh, PVSM, AVSM, YSM, ADC, GOC-in-chief, Eastern Command has sent the motivational award of Rs. 2 Lakhs for the team through Red Shield Division and the cheque was handed over to the team by GOC 57 mountain division, Maj. Gen. DS Hooda to the Manipur Horse Riding and Polo Association in a befitting function at Leimakhong today.

The GOC has sent Colonel NS. Rajpurohit, an international horse rider of Red Shield Division to train and co-ordinate the participation of the Manipur Polo team at Kolkata.

The Red Shield Division will be instrumental in getting the Manipur polo team on the international polo road map, the GOC said.

Manipur Pay Hike : JAC's rebuttal to CM

Reacting to the Chief Minister, O Ibobi's press conference yesterday, the JAC of the All Manipur Trade Union Council (AMTUC) and All Manipur Govt. Employees Organisation (AMGEO), charged the chief minister of polarizing the people of the state between government employees, pensioners, workers and the rest of the population.

The JAC, in a press note, said if the CM backs his contention that the state government does not have money to pay arrears to please the 60,000 odd employees with documents and bring it in the public domain, the JAC would welcome it.

Else the JAC would consider the chief minister's contention as an attempt to mislead the people.

On the issue of the general public facing the brunt of the burden as a result of payment of salaries to the government employees, the JAC contended the two are not at all related.

On the other hand, asked the press note, why is the chief minister not trying to save the amount allocated by the planning commission, is there any other state in the country which had returned its allocated amount because of inability to spend it.

How much benefit will the state derive if it forfeits the rightful arrears of the employees and how much progress will it bring to the state, asked the JAC.

Stating that if the state is going to progress by nonpayment of the rightful share of DA/DR of the employees the JAC would not ask for any increased pay and pension.

The officers of the Manipur Judicial Service have been entitled 54% DA from July 1, 2008, 68% DA from January 1,2009 and 73% DA from July 1, 2009 whereas the longstanding demands of the JAC have been ignored.

Why is the DA/DR which was supposed to have been paid out during the time of the 12 Finance Commission award not been paid even though adequate funds were allotted for it, questioned the JAC.

Asserting that the chief minister's information as to the implementation of 6th pay commission in the north eastern states in not upto date, the JAC revealed there is no state in the north east which has not implemented the 6th pay and among them Manipur will be last one to do so.

The reason for this to the JAC is obvious and asked which other state in the country has tried rob the benefits of the 6th pay of those employees who are going to retire in 1/2 months time.

On its demand for increasing the service age to 60 years, the JAC stated that it is the norm all over the country and the government should not link it with the unemployment problem of the state.

The JAC had been demanding the lifting of ban on recruitment and setting up of a 'Task Force' to find ways to give employment to the youth of the state.

In the end, the press note stated that if the 13th Finance Commission award the proposed amount required to pay the arrears, the reason for that would be the nonpayment of the rightful DA/DR and other benefits entitled to the employees.

For this the state government is solely responsible.

In the end, the JAC of the AMTUC and AMGEO reiterated its resolve to continue with the cease work strike until its demands are made and sought the cooperation of all the employees in making it a success.

CBI to probe Manipur encounter case; SIT formed

New Delhi, Jan 18 The CBI will probe the alleged fake encounter of a Manipuri boy by the state police after the Guwahati High court ordered the case to be investigated by an "independent agency."

The agency has constituted a Special Investigation Team (SIT), headed by a Joint Director, to conduct the probe.

Chungkham Sanjit Singh was killed on July 23 last year and a leading social organisation of the state Apunba Lup (AL) alleged the encounter was "fake", leading to wide protests across the state.

"The case has been registered under section 302 (punishment for murder), 34 (acts done by several persons in furtherance of common intention) of the IPC and other sections of the Arms act on January 16 at Imphal against unknown persons of Manipur police," a CBI spokesperson said.

The CBI will also investigate the death of an "unknown lady" in the same incident.

Scribes awarded for covering gender issues

IMPHAL, Jan 17: A one day consultative meeting on the role of media in combating violence against women was held today at Hotel Imphal with the main objective of the focusing media in fighting the crimes against women.

The consultation programme was organized by Women Action for Development (WAD), Imphal and in this connection the Journalist award - 2009 instituted by the WAD was also distributed to seven journalists who have contributed their works in fighting crimes against women.

The journalists awarded by WAD include Kakchingtabam Vedajit Sharma of Ireibak daily and Liklaileima of the Sangai Express. Premchand Thongam of Poknapham daily and three other reporter of different local newspaper were also given consolation prizes while a special award was given to a reporter of ISTV Nework, who contributed his work on the issue through electronic media.

The consultation programme was today attended by Birjit Ngangomba, eminent Sumang Leela director, Yumnam Rupachandra, editor ISTV News and Professor Ksh. Bimola Devi, department of Political Science, Manipur University as chief guest, guest of honour and president respectively.

The consultative meeting was also attended by Khellen Thokchom, correspondence, The Telegraph, OJ Meetei, consultant, United NGOs Mission, Manipur and Irengbam Arun, editor, Ireibak daily.

In his speech at the meet, Birjit Ngangomba maintained that many of the NGO/organisations working towards uprooting violence against women in the state are finding difficulties in extorting root cause of the problem though these organisations are emphasizing on their work at the best level.

He further said that women are born with three phases of their life and these phases are very much important in shaping their life. As a women’s life is considered incomplete devoid of these phases, women need to know their responsibilities and duty. Every women should also posses moral characters that are hallmark of a typical women, he added.

He also called upon people to work together in order to tackle problems being faced women and also to know root cause of violence against women.

Irengbam Arun in his deliberation noted that women are being discriminated in many ways in the modern world and they are also denied to be part of decision making.

Arun also stressed the need for working together amongst people so as allow women to take part in the decision making and ultimately to fight crime against women.

Yumnam Rupachandra, also observed that crime against women need to fight earnestly its rate is increasing alarmingly in the contemporary Manipuri society.

Five Myanmar nationals arrested in Manipur

Imphal, Jan 17 Five Myanmar nationals have been arrested from a village in Manipur's interior Chandel district for not having valid travel documents, police said today.

Assam Rifles personnel during a search at a village in Chandel district yesterday arrested the five.

The arrested persons have been identified as Mozel Amir Khan (31), Majud Ahmed (25), Jabud Ahemad (23), M D Rafi (25) and M D Tahir (26), the police said.

All of them hailed from Chaktou village in Arakan area of Myanmar.

They were later handed over to Myanmar immigration officials posted near Manipur's border town of Moreh last evening, the police added.

'Sangai population not counted since 2003'

Imphal, January 13 2010: Population count on the number of Sangai present in Keibul Lamjao National Park has been not conducted since 2003, said Principal Chief Conservator of Forest, S Singsit.

He was speaking at the release function of a 2010 calendar published by the Wild Life Wing of the Manipur Forest department at the Mini Conference Hall of the Forest department's office today.

S Singsit said, the existence of 180 Sangais in Keibul Lamjao National Park is on record according to the head count conducted in 2003 .

He said the census should be conducted every three years.

But the census conducted by the Wild Life Institute in 2006 was futile.

In 2009 no census was conducted.

He said, the Manipur government had pressed for the inclusion of Keibul Lamjao National Park as a world heritage site in the Indian National Trust for Arts and Culture Heritage (INTACH) conference on October 13 last year.

The same would be recommended to the UNESCO by INTACH after getting due approval from the Centre.

Singsit further said that there is high chance of inclusion of Keibul Lamjao National Park as World Heritage Site.

Forest officials present on the occasion said that according to a Supreme Court ruling, trees in forest areas should be felled as permissible by the working plan of forest framed by the Centre.

They underlined that trees in forest areas of the state are felled arbitrarily.

They further noted that appropriate action cannot be taken against trespassers due to shortage of staff in the forest department.

They said that the process for declaration of Shirui hills as National Park could not be taken up as some individuals' land would be affected in doing so.

They further said, there is no wildfire in the Manipur side of the Dzuko valley which was reported in Nagaland based newspapers recently.

New academic calendar in Manipur from this year

IMPHAL, Jan 12: The Manipur Education Department has decided to start a new academic calendar from this year for all government and private institutes under the Manipur Government. Earlier, all academic sessions ended in December and new session started by February. Director, Education Schools, M Harekrishna said the new session would commence from April 1.
However, for class XI it would be July 1. Competitive Scholarship Examination for Classes V and VIII will be held by third Week of May. The summer vacation for all classes up to XII would now be for only 15 days from June 1 to 15. Admission fee shall now be taken only once as long as a student remains in the school. All students reading in Class VIII in all the Government /Government, Aided/Government recognized schools are to be registered to the Board of Secondary Education, Manipur.
All students will be allotted individual Registration numbers by the Board of Secondary Education, Manipur without which he/she will not be allowed to appear in Class VIII examination and admission to the next higher class. Elementary Stage and Secondary Stage Curriculum and Syllabus/Text books/Rules and Regulations/Scheme of Examination as prescribed by the Board of Secondary Education, Manipur should be strictly followed, it was added.
