Villagers urge

Imphal, feb 1 : The villagers of 63 villages under Saikul, Phungyar, Heirok, Wangkhem and Keirao Assembly Constituencies have urged for development of the roads and bridges connecting these areas in tune with the changing time.

Addressing a press conference jointly convened by Rural Upliftment Federation (RUF) and Comprehensive Action for Rural Development Services (CARDS) at CTS campus in Shungreiphai today afternoon, RUF joint secretary ST Thainlam Vaiphei informed that though falling under five different Assembly Constituencies, these villages are part Senapati and Ukhrul district.

Foundation laid for Olympic Bhavan

Imphal, Feb 1 : Chief Minister O Ibobi has laid foundation stone for Manipur Olympic Bhavan at Khuman Lampak Sports Complex today, informed a DIPR release.

Speaking at the foundation stone laying function as chief guest, the Chief Minister stated that Manipur is a treasure house of sports.

Observing that Manipur players have been able to occupy a respectable position in the field of sports by representing India in different international sporting events, Ibobi declared that talented sports persons will be given Government jobs under the State's Sports Policy based on their achievements.

Stating that the Olympic Bhavan, Sports Academy buildings and all other structures which would be valuable assets of the present generation as well as for the future should be constructed maintaining quality, Ibobi called upon all to keep Khuman Lampak Sports complex neat and clean and also not impose any hindrance to all development works.

In his presidential speech, Manipur Olympic Association president MLA Bijoy Koijam drew attention of the Chief Minister to host National Youth Games within next year after seeking approval of the Indian Olympic Association so as to identify and groom more talented players and players with potential in the State.

Bijoy Koijam also expressed desire to keep a full fledged Director exclusively for sports.

MLA I Hemochandra who is also vice-president of the MOA, also attended the foundation stone laying function.

The Olympic Bhavan would be 101 feet in length and 40 feet in breadth.

It will have three storeys.

The Bhavan will have Olympic museum, exhibition hall, meeting/conference room, restaurant, health care room, guest rooms etc.

The Bhavan will be constructed by the Manipur Police Housing Corporation Limited as executing agency at the estimated cost of Rs 323.50 lakhs from SPA.

Counting from March this year, the building is targeted for completion within 18 months, added the release.

Locals claim youth killed by CDOs as innocent

Imphal, January 31 : WITH A claim that the youth killed at Khuman Lampak on January 28 by the Imphal west police commandos as suspect militant was an innocent mechanic and living with by running a workshop at Churachandpur, locals of the Khumuchamba Meetei Leikai today formed a committee.

The killed youth identified as Thangjam Haridas (31) son of Deben was a civilian and he left home on that fateful day to buy vehicle spare parts from Imphal for his workshop.

He was survived by one child.

Decrying the killing, locals formed a committee called JAC against the killing of Th Haridas with Laishram Nilakanta as president and Kangabam Jamana as general secretary and called on with the chief minister today at the later bungalow.

The meeting with the chief minister concluded with no agreement when he (chief minister) alleged Hairdas to be a KYKL activist.

The JAC launch agitation till their demand is fulfilled by the government.

The JAC also urged the outfit which chief minister alleged to Haridas the truth behind it.

But the JAC said that they will take the dead body after postmortem at RIMS tomorrow.

Young Horizon is 3 yr-old

Imphal, January 31 : The existence of Young Horizon, a body formed with an objective to bring all communities settling in the north eastern region of the country and had successfully conducted a rally to spread the massage of peace and co-existence has completed three year today.

The day was observed as 3rd foundation day today with chief advisor of the MNF Moirangthem Noadalenkhomba as chief guest.

The president of the Young Horizon Thokchom Rantan presided the function which chief advisor of the Young Horizon, North East India Mutum Churamani as guest of honour.

Social worker Lancha Ningthouja also attended as resource person in the function.

While giving key note address of the function, general secretary, Young Horizon, Manipur L Romen said in the present day Manipuri society good things seems to be dominated by bad.

Men in this society have loss its good characters.

The discipline which is to be maintained between a son and parent is also vanishing day by day.

Leaders of the people and politicians are all dip into corruption.

A politician is considered to be a corruptor.

People have no fate on them.

Conditions of the government run schools are worsening day by day.

Confident among the people has lost.

Idle men who want to become rich man with labour mushrooming up.

Most of the people want to become rich man with illegally earn income, he said.

The idea of living with the money invested by the central government has become talks of the people.

The chief guest Nou dalenkhomba while speaking to the function recalled the successful conduct of the peace rally by the Young Horizon in recent time and lauded it as an excellent work for bringing peace in the region.

He also expressed that the present education system in the state is full of defect and concern education department could not give the true meaning of education to the students.

Most of the teachers are not well educated, they lack reading habit and as such could not motivate the students.

Many good teachers also loss interest as compelled by the prevailing atmosphere of the society, he said while calling the people to bring a reform in the society.

Churamani who graced the function as guest of honour also expressed concern over the deteriorating condition of the society and blamed that the prevailing social condition could not create a working atmosphere.

Naga MLAs ask Governor to intervene in Siroy stand off

IMPHAL, Jan 31: The Naga MLAs of the state Dr. Khashim Ruivah, W Morung Makunga and M Thohrii have submitted a memorandum to the state Governor Gurbachan Jagat on the matter of the stand off between the Assam Rifles and the NSCN(IM) at Siroy village in Ukhrul district of Manipur.

In their representation the MLAs have reiterated that the Indo-Naga peace process should continue and both sides should ensure that the peace process is not disturbed.

Stating their firm opinion that the confrontation between both the sides should be avoided for the sake of peace, the memorandum urged both sides to disengage themselves immediately and in the interest of peace maintain the status quo while also asking the Governor to intervene and restore peace in the state.

They further said that the Indo-Naga peace talks should not be disturbed and the present stand off between the NSCN(IM) and the Assam Rifles should be solved amicably.

Peace in the district should be maintained at all costs, women respected and human rights protected, the memorandum said while calling on the Government of India and the Naga group to maintain the ceasefire in letter and spirit for the protection of the property of the local people.

Meanwhile, the Janata Dal(S), Manipur has said that it is greatly shocked to learn that Outer Manipur MP Mani Cheranamei pretends not to understand that the ceasefire agreement between the government of India and the NSCN(IM) does not extend to Manipur or Assam or Arunachal Pradesh or beyond Nagaland.

Even though people may not have been aware of this fact earlier, surely after the June 2001 incident in Manipur everyone knew that the ceasefire did not extend beyond Nagaland, as specifically notified by the government of India too, it said.

Stating that Cheranamei`s reference to the ceasefire of 1964 till 1972 with the then NNC (Naga National Council) and the government of India as quite irrelevant and out of context, it said in a statement that the clarification by the 17th Assam Rifles that the militants of NSCN(IM) were not supposed to set up camps outside Nagaland was quite true.

The ANSAM has also in an appeal to the concerned authorities asked for immediate intervention in order to amicably resolve the war like situation at Shiroy village.

Keishing points accusing finger at Erabot

Imphal, January 29: Independent MLA Wungnaoshang Keishing has accused FCS Minister Y Erabot of swindling 6635 quintals of rice meant for the people of Ukhrul district on two occasions in connivance with some officials.

The MLA has also demanded an inquiry into the alleged swindling of PDS rice.

Wungnaoshang alleged that the swindling of PDS rice meant for Ukhrul district by the FCS Minister has led to acute shortage of rice in Ukhrul district, particularly in the interior areas of Phungyar constituency.

In connection with the alleged swindling of such a huge quantity of rice meant for distribution to people at subsidised rate, written complaints have been lodged with the relevant Ministers and the Chief Secretary.

However there has been no positive action from the Government in this regard, the MLA said.

Wungnaoshang said that he was denied any opportunity to meet the Chief Minister to talk about the 'loss' of PDS rice twice.

Demanding a proper enquiry into the matter, he asserted that the SPF Government stands to lose faith of the people if the Government fails to establish the facts and circumstances under which the PDS rice meant for people was swindled.

However FCS Minister Y Erabot maintained that distribution of PDS rice is not done by the FCS Dept but by Deputy Commissioners.

He said that at the moment he could not tell whether there is rice in Ukhrul FCS godown.

Reaction to independent MLA Wungnaoshang Keishing's alleged 'vague allegations' about swindling 6635 quintals of PDS rice in connivance with some officials, Erabot said that the matter may be highlighted to the public.

On the other hand, talking about the persisting stand-off between Assam Rifles and NSCN (IM) at Siroy, Wungnaoshang Keishing observed that because of the lingering impasse, people of the area have been facing a highly insecure situation fearing for the worst to the life and properties.

Asserting that the Government is acting like it does not know about the stand-off although it fully understands the situation, the MLA asked whether the Government wants that the people should die en-masse.

Naga MLAs will call on the Prime Minister, the Union Home Minister and the Union Defence Minister and apprise them about the resulting situation filled with high tension from the stand-off between the Assam Rifles and NSCN (IM) .

The Naga MLA will also be urging upon the Government of India to intervene into the impasse, Wungnaoshang said.

Even as the impasse has been continuing for weeks, the Chief Minister never bother to discuss the situation with Naga MLAs as if Ukhrul is not a part of Manipur.

Even when the Naga MLAs sought appointment with the Chief Minister on the issue, the Naga MLAs were not given any opportunity for a meeting, he decried.

Cheranamei urges Union home and defence ministers to intervene in Siroy impasse

IMPHAL, Jan 29 : The Outer Manipur MP, Mani Cheranamei, has been lobbying frantically with the Union home minister, P Chdambaram as well as Union defence minister, AK Antony, for their intervention in the Siroy standoff between the NSCN(IM) and Assam Rifles and end the impasse for the sake of the safety of the villagers in the vicinity.

In two faxed identically worded letters to the two Union ministers on Jan 23, the MP said tension is simmering after 17th Assam Rifles troops encircled "the NSCN(IM) camp at Siroy Village in Ukhrul district of Manipur and erecting barbed wire fencing around the NSCN(IM) camp during the past few days."

Cheranamei`s letter also explained that "former defence minister, George Fernandes had stated in Manipur when he was defence minister that there is cease fire in Manipur for all practical purposes. Your honour also had rightly stated in the recently concluded parliament session that insurgents in the North-East are not our enemies but our own people."

He also noted that civil organisations of Ukhrul district had requested him to take up the matter with the two ministers for immediate intervention to avoid any untoward situations. "The women folk of surrounding villages have been camping round the clock between the AR men and the NSCN(IM) camp braving the chilly winter cold appealing both the parties to restrain from attacking one another. The public of Ukhrul district had also taken out a huge rally to put pressure on both the parties to avoid any untoward situation." the letter said.

In a follow up letter to Chidambaram, the MP Cheranamei urges Union home and defence minister to intervene in Siroy impasse explained in more details the background of the issue. "Sometime back I had circulated the memorandum submitted to the Hon`ble Prime Minister on the demand for a Naga homeland, signed by all the Naga MLAs and myself. I am enclosing a copy because it gives a background to the immediate problem which has forced me to trespass on your valuable time." the second letter said.

Giving more details of the peace process with the NSCN(IM), the letter said the process was set into motion at the instance of late Prime Minister, Narasimha Rao "to resolve the Indo-Naga conflict."

It was agreed that the talks would be premised on the conditions that it would be unconditional, it would be held at the highest level and it would be held outside India.

The letter said "I was informed that the 17 Assam Rifles has surrounded NSCN camp which has been established near Shirui Village without any provocation from the NSCN(IM) side."

It also said that 500 Assam Rifles troops have moved into the area and that they have erected electrified barbed wire fencing around the NSCN(IM) camp.

The letter further said the matter ought to have been left up to the ceasefire monitoring cell to decide whether the NSCN(IM) cadres were to go to the designated camps in Manipur or those in Nagaland. "Since last year there are three designated camps in Manipur, Bunning in Tamenglong district, Oklong in Sanapati district and Phungchong in Chandel district."

It should also have been left up to the ceasefire monitoring cell to decide whether there should be another designated camp in Ukhrul district, Cheranamei`s letter said.

It said the ceasefire cannot be partial and confined to Nagaland alone as the NSCN operates from all over the North East. "The ceasefire in 1964 till 1972 with NNC covered Manipur. Your honour will appreciate to know that Mr. Thuingaleng Muivah, Gen. Secy of NSCN, Mr. VS Atem, convenor ceasefire monitoring cell, (cental) and hordes of NSCN cadres are from Manipur."

It said "the fact that ten days have gone by and the issue has not been resolved and there is no authority which has the power to intervene is a reflection of how serious the problem is and does not bode well for the future. I also urge you to make cease fire formally effective in Manipur to bring better understanding between the negotiating parties and for smooth progress of the ongoing peace talk."

CM lays foundation stone of Manipuri Sahitya Parishad building

IMPHAL, Jan 29 : Chief minister O Ibobi Singh today laid the foundation stone of the Manipuri Sahitya Parishad building at Sangaipat in Imphal east along with ritual ceremonies.

In today`s programme the chief minister said that to bring about a welfare society there was a great need for literature while adding that the Manipuri Sahitya Parishad tries not only to bring up Manipuri culture, language, and other different cultures and languages in Manipur but also those of the neighbouring states.

He also said that the government would help as much as possible in building the new premises of the parishad and was planning to complete the construction of the ground floor before the commencement of the rainy season.

Guest of honour of today`s function, E Kunjakeshwor, deputy chairman, state planning board said that the parishad was trying to develop Manipuri literature and a building of its own was the dream of all concerned with the parishad. The people should help in completion of the building as soon as possible, he added.

Guest of honor, Kh Loken Singh said that those people who try to develop language and literature would remain a part of Manipur`s history. He also said that he would be contributing Rs. 1 lakh from his local area development fund for the building.

B Jayantakumar Sharma, president of the Manipuri Sahitya Parishad in his presidential speech said that the parishad was still not complete as there was always lack of money. However, literature lovers are contributing from their pockets for the development of the parishad, he added.

He urged all to keep alive literature as it gave an identity to the state. Small communities without literature are merging into bigger communities, so in order to save our community we should save our literature, he said.

Manipur cyclists win laurels



Imphal, Jan. 29 : Manipur cyclists proved their mettle bagging 23 medals, including three gold, in the National Track Cycling Championship in Patiala recently.
The other medals Manipur claimed include seven silver and 13 bronze. 
They came in the 62nd senior, 39th junior and 25th sub-junior National Cycling Championship.
In the 62nd senior national cycling event, the Manipur team, comprising Ch. Rameshowri, N. Chaoba, Th. Helen and H. Renubala took the gold in the 1-km team time trial.
Ch. Rameshowri, N. Chaoba, T. Nita, H. Renubala and K. Suchitra won the gold in the 3km team pursuit.
In the Olympic sprint event, the team comprising Ch. Rameshowri, N. Chaoba and Th. Helen Devi fetched the Silver.
N. Chaoba Devi bagged the gold in the 3-km individual pursuit.
Rameshowri fetched two bronze medals in the 500-metre time trial and 1-km sprint.

Manipur bans Christians from preaching

India: January 27, 2009. Read this notice of Chringmeirong Rongmei Village council, pasted on the notice board on the village gate in Manipuri is translated as: "No Christian activities and propagation within Chingmeirong Kabui (Rongmei) village Ward No. 173, any living person violating this order will be punished under the rules and regulation of the village council - By Order Village Council/Village Chief, Chingmeirong."

Under this law, three families from Chingmeirong Rongmei village were penalised. Kaphun Kamei, around 50 years old, along with his wife and children were the latest victims. Their house cum church building was dismantled by villagers on December 14, 2008, after imposing the fines prescribed by the village council.

Past incidents of the diktat ordered by the village council against Christians include the following as reported by the Sangai Express on September 13, 2007. Kahaolung Malungmei was fined a pig and rice beer jar and later banished from the village for becoming a Christian on October 12, 1995. On July 16, 1997, Kumari Kalingjon was fined Rs 5000. Kaphun Malangmei was fined Rs 5000 and chased out of the village after his house was burned on July 10, 2006."

A church building and the house of a pastor were reportedly dismantled while the pastor, his wife and children were also beaten up by miscreants in the heart of Imphal city, Manipur, on December 14 night, reports news portal News Blaze.

Agri officials inspect fields planted with seeds supplied by it

IMPHAL, Jan 28 : The seeds and grains supplied to the farmers for plantation as a part of the Integrated Pest Management Scheme under the agricultural department was surveyed today by the department.

The department inspected the plantation of pea plants under the IPM technology of the agriculture department at a 10 hectare area by the Youth Development Organisation, Lilong Keining Makhong, Imphal east and necessary organic manures, spray pumps and required items were given to the farmers.

Ph Rajen, deputy director and soil chemist of the agricultural department said that under the scheme various grains and seeds were given to the farmers from time to time along with organic manure and necessary items which were also given for better production.

He further added that although there was delay in supplying the items due to bandhs and blockades as the goods were brought from outside, the department managed to finally supply the required manure for improving production.

Under the IPM technology the mustard plants and pea plants were planted in 500 hectares and 300 hectares respectively and said that the department would also look upon them and supply the necessary items.

Essential items were also given to make up for the late plantation. Today the department officials also visited the mustard plant plantation in 32 hectares at Hourang Keiral in Imphal west district.

NPMHR questions use of ‘electrified wires’

Mokokchung :As the tension from the standoff between the Assam Rifles and NSCN (IM) in Shiroi village in Manipur entered the seventh day, the Naga People’s Movement for Human Rights has taken strong exception to the alleged erection of electrified barbed wires. The AR is alleged to have erected electrified wires around the camp where the Naga underground activists are holed up.

“This act of the AR is a real violation of universal human rights, reminiscent of concentration camps in World War II. Even in war, soldiers do not use such inhuman methods against the enemy,” said NPMHR secretary general Dr. N Venuh on the sidelines of a meeting of the Forum for Naga Reconciliation with the apex tribal bodies of the Ao tribe in Mokokchung town, Saturday.

Venuh said the act of the Assam Rifles was equivalent to using landmines while reminding that both India and the NSCN (I-M) were signatories of the anti-landmine treaty. “During the ceasefire, the security forces should not resort to such provocative and humiliating acts. Both sides should come to an understanding instead of adopting tough stance,” he said. When queried about the contention of the Assam Rifles that the ceasefire ambit was confined to Nagaland only, the NPMHR secretary general asserted that “the ceasefire covers the whole world and cannot be confined to some Naga areas only”.

Assam Rifles interacts at Ukhrul

Imphal, January 26 : As a part of building better co-operation between villagers and Assam Rifles authorities, Commander 10 Sector Assam Rifles under Hqs IGAR(S) interacted with representatives of NGOs and social organisations of Ukhrul town on January 24 at 17 Assam Rifles, Ukhrul.

The Commander emphasised on the need of joint efforts of Security Force and social organisations for overall development of society and Ukhrul town.

All the representatives expressed their views and acknowledged the efforts of Assam Rifles in maintaining peace in the area and promised their support in achieving the common goal of peace and prosperity, said a press release of PRO Hqs IGAR(S) .

10 new parking lots on Govt agenda

Imphal, January 26 : The Government of Manipur is planning to construct 10 parking lots for city buses in greater Imphal area.

An official source in the Department of Transport informed The Sangai Express that identification of the areas where the parking lots would be constructed has been completed.

The greater Imphal areas identified for construction of city bus parking lots are Sekmai, Lilong, Wangoi, Nambol, Pangei, Irilbung, Top Moirangkampu, Lamlong, Lamsang and Keithelmanbi along NH-53 .

According to the State Government's estimation, construction of each parking lot would cost Rs 10 lakhs.

As such, the State Government has proposed the total estimated amount of Rs 100 lakhs to the Centre.

Once the planned parking lots are constructed, city buses coming to Imphal city from different direction will not be allowed to park in the city area.

After passing through Imphal, buses should park at the proposed parking lots in greater Imphal area, conveyed the source adding that the new initiative will be able to reduce the ever increasing traffic congestion in Imphal city.

The State Government is also planning to construct terminals for inter-district buses in all the nine districts.

Estimated at Rs one crore for each terminal, the Government is proposing another Rs 9 crores for the bus terminals to the Centre.

Noting that the section of NH-39 passing through Senapati district is prone to landslides during rainy season, the State Government is also working on a plan to construct an inter-State bus terminal at Mao.

The inter-State bus terminal at Mao would also provide accommodation to stranded drivers and helpers in times of landslide along the highway, informed the source.

Preparation of detail project report for the proposed inter-State bus terminal has been already completed.

Moreover, construction work of the Inter-State Bus Terminal (ISBT) at Dewlahland having parking capacity of 300 buses at a time would also be taken up soon.

For the bus terminal at Dewlahland, the Government of India has already sanctioned Rs 9.135 crores.

From this amount, Rs 3.01 crores have been spent on purchasing land by Imphal Municipal Council while another Rs 2.58 crores have been given as compensation for demolition of buildings leased out by IMC.

Construction work of the ISBT would be taken up shortly with the remaining amount of around Rs 4 crores.

The ISBT will have Jatrik Niwas, rest platform, water treatment plant, fire fighting system, bus bay, booking counter, administrative block, security kiosk and compound wall.

The terminal would also have proper electrification, landscaping and drainage.

Woman killed in road mishap

Imphal, January 26 : A 37-year old woman who came riding a Honda Activa scooter (MN-1J/7529) was killed after being knocked down by a Tata Sumo (MN-04A/1241) at Patsoi Lamkhai along National Highway 53 (Imphal-Jiri Road) at around 4.30 pm yesterday.

The victim has been identified as Hoinu Mate (37) w/o Thanga Mate of New Keithelmanbi.

She was returning home when the Tata Sumo rammed into her scooter from behind.

She died on the spot.

Originally from Langol Housing complex, Hoinu was an LDC in Bill Section of Medical Directorate and she was staying with her husband at Keithelmanbi.

Patsoi Police have registered a case in connection with the incident and the Tata Sumo seized.

MEELAL urges to use Meitei Mayek Name plates

Imphal, January 23: Meetei Erol Eyek Loinasillon Apunba Lup (MEELAL) has reiterated its appeal to the people of Manipur to use Meetei Mayek in the name plates of their two wheelers and four wheeler engined vehicles within February 28 .

Addressing a press conference in this connection at its office today, vice president of MEELAL Tomba Mangang said that the appeal has been made as part of the efforts being made by organisation for development and popularising of the indigenous scripts.

MEELAL president Yumjao, who was also present at the occasion, noted that the Government of Manipur has taken up certain steps towards revival of Meetei Mayek.

Among these steps, over and above making Meetei Mayek compulsory till class V, a series of book titled 'Meetei Mayekna Lamjingba' would be henceforth introduced from class VI to X.This book would be studied as a part of the Manipuri subject and would carry 30 marks, he informed.

Announcing that a 6-month certificate course on Meetei Mayek would be introduced in Manipur University, Yumjao further informed that the Government has also given its approval to the conduct of an eligibility test by the SCERT to find out whether the teachers are conversant of Meetei Mayek or not.

Manipur ZEO rubbishes allegations

Imphal, January 23: Imphal East Zone II ZEO Kh Amuba has rubbished the allegations of AMESTA Zone II that the Imphal East Zone II ZEO and DDO have not been giving salaries to teachers for three months as false and baseless.

Claiming that the ZEO and the DDO are working in the interest of teachers, Amuba said that he would not have any grudge when the higher authority takes up action against him in case the allegations of the AMESTA Zone II are true.

"As a ZEO, I have been working for development of schools and welfare of teachers after conducting spot enquiry at more than 100 schools", he said. He informed that works have been initiated to identify all the employees working in Junior High Schools and below under Zone II.

He also decried the act of AMESTA levelling false allegations against the ZEO and the DDO while there was no complaint from AMESTA.

Clarifying on non-payment of salaries for the months of October to December 2008, the ZEO said that the non-payment was not due to any fault on the part of the ZEO or the DDO.

Pay bill for the three months were prepared and submitted to the Additional Director in time.

Non-clearance of the pay bill may be due to certain problems in preparing MGEL and the strike launched by the JAC of AMTUC and AMGEO, he said.

Siroy : Manipur Govt's silence irks UCM

Imphal, January 23: Referring to the present stand-off between NSCN (IM) and Assam Rifles at Siroy in Ukhrul district, the United Committee Manipur (UCM) has decried the stoic silence of the State Government even as the impasse has been continuing for the last three days.

In a press release, the UCM asserted that the lingering suspicion of the people of Manipur about the sincerity of the Central and State Governments even after deletion of the words "without territorial limits" from the ceasefire pact between NSCN (IM) and the Government of India has been proven true by the existence of the NSCN (IM) camps within the boundary of Manipur and the resultant stand-off with AR.

Recalling about the strong civil uprising of June 18, 2001 against extension of ceasefire without territorial limits in which 18 people lost their lives for the sake of the State's integrity, the UCM also reminded about the violent incidents including the burning of the State Assembly, offices of different political parties and Chief Minister's official residence.

Since the incident, the people of Manipur have been on alert against any threat to the integrity of Manipur, it said.

Alleging that the ceasefire ground rules are being followed only on paper and that every party is acting according to their own wish and whims, the UCM asked if this is the true essence of a democracy.

Further asking if the Central and State Governments are taking the people of Manipur for ride, the UCM urged upon the State Government to act immediately in the stand-off so that all camps of NSCN (IM) are removed from the soil of Manipur.

It further called upon the people to teach a befitting lesson to those intent upon disintegrating Manipur.

Govt policies sidelining the poor, say street vendors` bodies

IMPHAL, Jan 22 : The street vendors of Khwairamband Keithel have submitted a memorandum to the chief minister in which they have asked for the prompt redressal of the grievances of the street vendors of the state.

Stating that the street vendors of the state were facing many problems in all fields, they said that there was no peace and no security of life in the state. The street vendors in the state numbering around 1500 were mostly educated unemployed youths and widows who were forced to eke out a living for themselves due to their economic circumstances, it said.

Recently, the non-licensed street vendors were evicted unceremoniously from their makeshift stalls in Imphal because of a move by the Imphal Municipal Council. During the action by the authorities 20 members were arrested and sent to jail by the police personnel, it further said.

The vendors have in the memorandum put forward some demands for sympathetic consideration by the authorities. These include end to all harassment by the authorities, a legitimate hawking zone, a state policy on street vendors, a town vending committee, identity cards or licences for all vendors, involvement of the vendors in the market development programme, social security for the vendors in the unorganised sector, and receipts for the confiscated goods.

Meanwhile, the National Association of Street Vendors of India, NASVI, having its office at Patna has also submitted a memorandum to the Manipur chief minister on the matter of eviction of the street vendors from Imphal`s Khwairamband area.

Mentioning that development infrastructures like big buildings, roads and flyovers must be measured in terms of their utility and inclusiveness of the common and poor people, the memorandum said that in recent times there was displacement, loss of employment and source of livelihood being caused by the ill-considered beautification of markets which were disregarding the plight of the poor.

The NDA government at the Centre had adopted a National Policy for Street Vendors in 2004 and the policy was endorsed by the UPA government in 2005, but there had been no implementation of the policy in practice, the memorandum rued.

Today, incidentally, was the National Vendors Day and the day was observed at the residence of Yambem Ebeni at Uripok Tourangbam Leikai. The celebration was jointly organised by the Friendship Centre Manipur, Manipur Keithel Nupi Marup and Roadside Street Vendors Association.

Around 200 people attended the celebration with the programme being presided by Kh Kunder, Friendship Centre Manipur, while L Memma, advisor of the Roadside Street Vendors Association and Y Ebeni, president of the Manipur Keithel Nupi Marup were chief guest and guest of honour respectively.

Kuki Chiefs re-installation ceremony

Imphal, January 22 : The Kuki Chiefs' Association, Chandel district has asked all chiefs and chairmen of village coming under the jurisdiction of Tengnoupal sub-division to attend the re-installation ceremony of Tengnoupal sub-division to be held at Tengnoupal village at 11 am on January 23 .

The association has warned that if any chief and chairman fail to attend the ceremony it will be assumed that the said chief is not willing to come under Tengnoupal.

Assam Rifles provides aid

Imphal, January 21 : Commandant of 20 Assam Rifles provided financial assistance to one Sepoy Chung Se Haokip who had lost his leg during 1971 Indo-Pak war.

The beneficiary was identified during an interaction with various ex-servicemen in an ex-servicemen rally held on November 12 last year.

The same was promised to other beneficiaries as well and the it would be distributed in phase manner, said a press release of PRO Hqs IGAR(S) .

In another noble gesture, Commandant of 29 AR interacted with the youths of Leibi village and donated Rs 2000 in the Leibi Sports Meet.

The Commandant also encouraged the youths to participate in the upcoming recruitment rally at Pallel.

KRA refutes demanding money

Imphal, January 21 : Refuting the allegation of demanding money from the implementation of National Rural Employment Guarantee Scheme (NREGS) in Saikul sub-division of Senapati district, armed outfit Kuki Revolutionary Army (KRA) has clarified that being a party to the Suspension of Operation (SoO) signed with the Centre and the State Government there is no question of demanding money from any of the developmental works being taken up in Saikul block including implementation of the NREGS.

Talking to The Sangai Express in this connection, publicity secretary of the armed outfit TH Misao also appealed to other UG groups to restrain from imposing such undue demands from developmental works.

If case of detecting any irregularities in the implementation of the developmental works, whether it be NREGS or others, then KRA would take up necessary action against the officials concerned, he warned.

Chairman of NSCN (K) Zeliangrong region Kamson has rubbished the claim of the outfit's information and publicity secretary in-charge Loveson that he had been terminated from his (Kamson) service.

Countering the claim as appeared in some local dailies on January 18, Kamson asserted that information secretary has no rights to issue appointment or termination order.

While contending that the 'so called meeting of January 16 and 17 was not official', Kamson rubbished the claim of the information and publicity secretary as baseless and unfounded.

Dictatorial style of functioning was not acceptable in 'national work', said Kamson said while adding that NSCN (K) Zeliangrong region will abide by council directives and the constitution of the organisation.

Shot dead at at Wabagai Leirak Achouba

Imphal, Jan 20 : A suspected activist of the proscribed KYKL has been shot dead by a combined team of Thoubal district Police Commandos and personnel of 21 Assam Rifles during a reported encounter which took place at Wabagai Leirak Achouba under Kakching Police Station of Thoubal district at around 6.45 am today.

According to police report, one 9 mm pistol and a magazine loaded with two live rounds of ammunition have been recovered from the possession of the slain activist whose identity is yet to be ascertained.

On the other hand, Thoubal Police Commandos have reportedly apprehended another KYKL activist during frisking and checking operation at Wabagai area at around 6.30 am today.

Identifying the arrested UG as one Elangbam Sunil Singh (24) s/o Elangbam Ibomcha Singh of Hiyanglam Mayai Leikai, SP of Thoubal district Clay Khongsai in a statement informed that on questioning Sunil disclosed that he was involved in the killing of non-Manipuris in between Hayel and Hangul village under Mayang Imphal Police Station in the month of March 2008 .

Imphal, January 19 : As in the previous years, the 23rd day of Wakching (Manipuri calendar month) on which day puyas (chronicles) were consigned to flames enmasse in 1729 was observed today as Black Day under the aegis of the Meetei National Front (MNF) .

The function held in commemoration of the day on which puyas were consigned to flames in front of Kangla Uttra was attended by a number of people belonging to different indigenous groups.

After taking out a public procession from Hapta Kangjeibung till Kangjeibung and again returning to the starting point, cultural dances of different ethnic groups were presented besides holding a meeting.

Imphal, January 19 : It is a a case of the Chicken or Egg riddle.

While consumers in most of the Imphal Municipality area contend that they are not that keen to pay their power tariff because of the extremely erratic power supply, the Government on the other hand contend that they are constrained to resort to long hours of load shedding because the consumers do not pay their power bills.

Advocate Moirangmayum Bimol Sharma of Nagamapal Singjubung Leirak in IMC Ward number 4 aptly summed up the big losses incurred due to unavailability of power, when he said that there are times when no productive work can be executed since there is no power supply.

Moreover, since power is supplied most of the time only in the wee hours, it does not serve any real purpose.
In the absence of power a generator does the needful

Citing some basic but hard hitting examples, Bimol said the washing machine has been reduced to an ornamental gadget since it cannot function without power.

"I use the domestic connection, but practically there is no metre reading at all.

Every month I pay at least a sum of Rs 198 as power tax regularly," said Bimol.

"It would be in the interest of all if the Power Dept can put its act together and disconnect all the illegal tappings," he opined.

A carpenter at Uripok said that since power is supplied between 5 and 7 in morning there is not much work he can do in a day.

At night it is impossible to carry on with his task as there are complaints of noise from the neighbours.

The erratic power supply has adversely hit my productivity, he added.

"In the absence of regular power supply, we have to rely on the generator, which again means extra expenditure.

With the generator it takes a long time to build even the frame of a door and with carpentry products coming from Moreh regularly, we are in the danger of losing our earning avenue," said the carpenter.

The carpenter candidly admitted that he has not paid his power tax for about one year but added that occasionally some people from the Power Dept come and take some money.

Another man who runs a welding workshop along the same road said that since he has commercial power connection, he receives power from 10.30 am to 12.30 pm.

Whatever work that is there to be done are done during this period and in case there is any outstanding order he uses the generator, which means extra expenditure of Rs 400 per day.

As power tax, he pays Rs 600 every month.

"I can spend the night with just a candle, but I need energy during day time to earn a living," he added.

The power crisis is not only in Imphal but in all the districts of the State, said Haobam Santosh, secretary of Yaiskul Voluntary Organisation.

The youth said that when the transformer in their locality conked out, the local people had to contribute and got it repaired for Rs 55,000 .

There must be around 40/50 unauthorised customers in the locality, he said and added that there have been cases of electrocution when some tried to get connection from the high tension wire, illegally.

Santosh contended that the Power Department seldom deliver the bill on time.

If the Government does its bit and implement policies and programmes that are workable, it would be better.

The Power Department however has a different story to tell.

Superintending Engineer of the Department, Kh Khamba said that there will be no shortage of power if the consumers pay their taxes on time and regularly.

Altogether there are 1,70000 consumers in the State and Imphal alone accounts for 70 thousand connections, said the officer and added that at present the outstanding due is Rs 146 crores including Rs 30 crores from Government Departments.

Despite this, the Power Department is doing its best and is supplying power for at least 4 hours a day.

Out of the total power supplied in Imphal, about 60 per cent goes waste, said the officer and added out of this 40 pc loss is due to power theft.

The consumers do not seem to realise that they have to pay for the power they consume.

They lack civic sense, said the SE and added that load surveys are conducted.

Consumers are also reminded to pay up their outstanding tariff under the Indian Electricity Act.

To improve the power situation in Imphal and to check power theft the Accelerated Power Development Reforms Programme will be taken up, informed the officer and added that only 10 KVA transformers will be used so that a single household does not receive more than one power connection.

The biggest transformer in the State will also be upgraded to a 250 KVA line.

All the needed material for the proposed programme have arrived, said the officer.

The first phase of the programme will cover Paona bazar, Thangal bazar, Secretariat, Babupara and some parts of Keishampat.

The project may start from March this year, he said and added that there are provisions for consumers to utilise E-metre, prepaid energy etc.

On the other hand though the company shortlisted to carry out the cable laying work for the proposed programme has submitted the map where the cables should be laid to the Department about a month back, no final decision has been taken, said a source.

AMWJU re-iterates stand

Imphal, January 19 : Reiterating its earlier stand, the All Manipur Working Journalists' Union has urged all the civil society organisations, armed groups and voluntary organisations to stop the culture of delivering their statement in the office of one newspaper establishment and telling others to get it from the said establishment.

In a statement, AMWJU noted that this practice has been increasing in recent times and added that the decision that all press statements issued by any organisation should be delivered to all the establishments instead of dumping them in one office and expecting the others to get it from the said office not only inconveniences the particular office but also jeopardises the smooth working of the journalists.

In view of the law and order situation as well as the working conditions, AMWJU and all Editors had earlier decided not to entertain any statements that are not delivered directly to their office.

However pressure has been mounted by some to violate this decision, said AMWJU.

The statement further noted that at times some newspapers or a newspaper may have over looked to publish the statement issued any organisation due to lack of communication or any other reason.

When such cases come up, it has been noted that the organisation uses hard and strong words, said AMWJU and appealed to all concerned to stop this or else this may give rise to misunderstanding.

As such AMWJU has urged all organisations not to deliver their statement or press release at any particular office and expect the others to pick it up for publication.

It also appealed to all to extend their co-operation.

TSA sets Jan 25 deadline

Imphal, Jan 18 : Setting January 25 as the deadline, Thadou Students' Association (TSA) has announced its decision of launching various intense agitations from the next day of the State Government fails to implement the memorandum of understanding (MoU) that had been signed on an earlier occasion between the student body and the Education Minister.

Addressing a press conference in this connection at its Motbung Bazar head office today afternoon, TSA president Lamminlun Singsit lamented that MoU signed between the student body and the Education Minister on October 27, 2007 with regard to providing the requisite infrastructures in the Government schools under the jurisdiction of TSA has not been implemented so far.

Singsit recalled that in June-July of 2007 TSA had conducted an inspection tour of the schools and based on the findings a memorandum had been submitted to the Government highlighting various demands.

As the demands were not considered by the Government, various agitations had been launched.

Subsequently, at the invitation of the Education Minister, a meeting had been held at the latter's office leading to the signing of the MoU.

Accordingly, it was agreed that the required infrastructures would be provided within 15 days, the school buildings would be constructed on priority basis and the required teachers would be rationalised.

However, apart from providing some furniture, the Government has not implemented the rest of the demands, the TSA president rued, while announcing the decision of the student body to resume its intensified agitation from January 26 if the Government fails to keep its promises by January 25 .

The student leader also informed that TSA would be despatching its flying squad teams to check use of unfair means during the forthcoming HSLC and Higher Secondary Examination.

Manipur lad Y Addison to receive national bravery award for children

NEW DELHI, Jan 18 : Twenty children including 11 girls will get the National Bravery Awards 2008 for showing immense courage to save someone or their own life. Y Addison Singh from Manipur is among the children selected for the prestigious award this year.

Delhi lad 12-year-old Rahul, who was an eyewitness of the serial blasts that rocked the national capital on September 13, 2008, is also among the twenty bravehearts selected for the National Bravery Awards for children, 2008.

The young balloon seller displayed exemplary courage in providing vital information about the blast suspects. He also helped the police to draw sketches of the two suspected terrorists who had planted a bomb in a dustbin at Barakhamba Road crossing near Connaught Place. Rahul was selling balloons when he saw two bearded men in black kurtas and pyjamas get off an autorickshaw and drop an object wrapped in black polythene into the dustbin and leave. The blast occurred 15 minutes later.

Unmindful of the risk to his life, Rahul stated boldly in front of the media and police that he could recognise the men if he saw them again. Rahul will receive the award, along with eleven girls and eight boys from Prime Minister Dr. Manmohan Singh prior to the Republic Day and will ride on caparisoned elephants down Rajpath during the Republic Day parade.

He will receive the Bapu Gaidhani Award.

The award is also being posthumously given to late Kavita Kanwar who lost her life at a tender age of 15 years, trying to save her friends from a fire.

Other recepients of the award are Asu Kanwar, Kritika Jhanwar and Hina Querishi of Rajasthan, Silver Kharbani of Meghalaya, Anita Kora and Rina Kora of West Bengal, Dinu and Manjusha of Kerala, Y Addison Singh of Manipur, Shahansha of Uttar Pradesh, Vishal Patil of Maharastra, Marudu Pandi of Tamil Nadu, Bhoomika Moorty and Gagan Moorty of Karnataka, Manish Bansal of Haryana and Seema Kanwar of Chhattisgarh.

The Sanjay Chopra Award is being given to 13-year old Saumik Mishra of Uttar Pradesh who fought miscreants to foil a theft attempt. Ten-year-old Prachi Santosh of Madhya Pradesh who saved four children from getting electrocuted will receive the Geeta Chopra award.

President Pratibha Patil and several other dignitaries will host receptions in honour of these children ahead of the Republic Day.

The National Bravery Award Scheme was initiated by the Indian Council for Child Welfare in 1957 and since then a total of 756 children - 541 boys and 215 girls - have been given the award.

The awardees will be granted financial assistance until they complete their schooling under the sponsorship programme of the council. The government of India has also reserved some seats in medical, engineering and polytechnics for the recipients of the national bravery awards for children.

Dimapur : The Dimapur Municipal Council has partially lifted the ban on sale of poultry products within its jurisdiction. Announcing this in a press release DMC member and co-incharge of DMC Rate Control Branch S. Vihuto Yepthomi said that “Dimapur Municipal Council has no objection for sale of poultry products within its jurisdiction.”

The ban has been relaxed in Dimapur with the resumption of sale of chicken and poultry products in the markets of Assam, which was banned following avian flu outbreak. Sale of poultry products will be allowed in Dimapur markets seeing that people of Dimapur go to Lahorijan, Assam to buy chickens and its products, the DMC added in a press note received here.

Referring to reports in newspapers about the resumption of sale of chicken in Assam and the letter issued by the government of Assam to all District Veterinary Officers of Assam on consideration for lifting the ban in Assam after taking various precautionary measures DMC has also made an appeal to the state government.

Vihuto in the press note has appealed to “Nagaland government to set some guidelines and consider lifting the ban because the people of Dimapur having easy access to Lahorijan are buying poultry from Assam which is also affecting the local market.” He said that the DMC was also facing pressure from the public.

It may be mentioned that the Dimapur Municipal Council in line with the order of the Deputy Commissioner has informed the local farmers to sale their poultry products in local markets under a strict supervision of a constituted committee headed by veterinary doctors.

Nepal asks for India's help to control spread of bird flu

KATHMANDU, Jan 18 : Kathmandu has sought New Delhi's help to control spread of bird flu and asked India to stop the export of poultry products after the
outbreak of the disease was confirmed in the eastern Nepal's Mechinagar Municipality bordering West Bengal.

During a meeting with Indian Ambassador to Nepal Rakesh Sood yesterday, Prime Minister Prachanda sought India's help for controlling spread of the disease, sources in the Prime Minister's office said.

Indian Embassy spokesman Chhiring W Sherpa said that the two discussed a wide range of issues of mutual interest.

Matters relating to controlling bird flu and providing additional hydro electric power to Nepal, which is currently facing acute power shortage, were the key issues which figured during the talks, officials said.

They said that Nepal had also asked India to stop the export of chickens and other poultry products.

As 11 chickens died in Ward No 10 of Mechinagar Municipality near Kakarbhitta, samples of chickens were sent to OIE, Reference Laboratory, Weybridge, UK on January 11, which tested positive, the officials said.

Excursion returns from Kolkata

IMPHAL, Jan 18 : A reception function was held today at the Red Sheild Division at Leimakhong on the return of a excursion organised by the 27 Sector Assam Rifles as part of military civic action for students of Churachandpur.

The excursion visited other parts of the country and interacted with students there. The team was led by two teachers, Joshep VL Ralte of Don Bosco School and L Mary Haokip from HM High School and 16 boys and 10 girls from various Churachandpur schools took part in the excursion.

The tour was flagged off on January 6 by the commander of HQ 27 Sector Assam Rifles from Tuibong Camp. Major General Shakti Gurung, the General Officer Commanding of the 57 Mountain Divison was the chief guest at the function.

The chief guest said that this was the first time that these students moved out of Manipur and could explore the rich cultural heritage of the country. The team stayed at Guwahati and Kolkata. The tour started their return journey on January 14 and were recieved by senior army officers and students of Kendriya Vidyalaya at Rangaphar on January 16.

Govt employees set to step up ceasework

Imphal, Jan 17 : The agitating Joint Administrative Council (JAC) of the All Manipur Trade Union Council (AMTUC) and the All Manipur Government Employees' Organization (AMGEO) on Friday informed that the council would intensify its ongoing cease-work strike demanding the 6th Central Pay Commission's recommendation and other demands for the employees working in the state.

According to a press statement released by the secretary, JAC of AMTUC and AMGEO, Ch.

Chandramani Singh, sitting in groups of the employees of various departments and offices will be held at different office complexes till January 31 in order to strengthen their ongoing ceasework strike.

Further the statement also urged the State Government employees to participate in the group sittings and added that no failure exception would be granted.

In this regard, group sit in was also organized at the Veterinary Department, Sanjenthong in Imphal East on Friday under the aegis of the JAC of AMTUC and AMGEO demanding the implementation of the 6th Pay Commission.

It may be mentioned here that the JAC of AMTUC and AMGEO launched the complete ceasework agitation from November 27 last year demanding implementation of the 6th Central Pay Commission's recommendation and other demands for the employees working in the State.

Endorsing the ceasework strike many Government Departments such as the All Manipur Government Higher Secondary Lecturers' Welfare, Manipur State Pensioners' Union, Medical Department Employees Association, All Manipur Elementary School Teachers' Associations, Veterinary Department and the Nurses' Association of Manipur have joint in the agitation.

The various organizations under the aegis of the JAC of AMTUC and AMGEO will continue with the ceasework strike until the State Government implements the 6th pay commission, conveyed the press statement of the JAC.

It may be noted that the ongoing agitation of the JAC has affected much of the functionaries of the State Govt offices in the State.

On January 2 of this year, the JAC reportedly sealed all the Govt offices in the State capital including those in the nine districts of the State and the JN hospital, Porompat in Imphal East.

Jawahar Navodaya Vidyalaya wins Youth Parliament

New Delhi, Jan 17 A Kerala school has won the National Youth Parliament Competition for 2007-08 held here today.

The school -- Jawahar Navodaya Vidyalaya -- is in Periya in Kasaragod.

Assam Rifles Donates Toilets for Village

Imphal, Jan 17 : Assam Rifles today donated a six room toilet complex at the remote Sagang village in Churachandpur district.

The AR gesture is being widely appreciated by the villagers.

Troopers from the paramilitary force's 7th battalion (F Coy) led by Captain Ganesh inaugurated the complex.

A large number of locals attended the inauguration ceremony.

A total cost of Rs 1.5 lakh was incurred in constructing the toilets.

The Sagang village authority members including its chairman Shingkhuplin Serto and Sagang bazaar board members expressed their heartfelt gratitude to the rifle's humanitarian service towards mankind, locals said.

RTI exposes SPIO's misinformation

Imphal, Jan 14 : A SPIO under the RTI Act, 2005 in Manipur is likely to face a major penalty if he could not explain why he is not providing corrected and complete information to a member of the gram panchayat seeking list of the beneficiaries under the Central Sponsored IAY scheme in her village.

The Chief Information Commissioner, Manipur Information Commission has served show cause notice to the SPIO who is a block development officer in Imphal west to explain why he is furnishing "incorrect, incomplete and misleading" information on the list of the beneficiaries under Indira Awaj Yojna (IAY) and development works taken up in a village to the applicant seeking under the Right to Information Act, 2005, official of the Commission said Tuesday.

The State Chief Information Commissioner, Manipur RK Angousana served the show cause notice on Tuesday giving the SPIO a week time from the date of issue of the order to explain why he is providing incorrect, incomplete and misleading information defying the order to commission.

He should explained "why disciplinary action leading to a major penalty should not be recommended, against him under appropriate service rules governing him for his furnishing incorrect, incomplete and misleading information to the applicant, under section 20 of the RTI Act, 2005," the order said.

The case was related with a complaint lodged by one N Memi Devi of Sagolband Tera Loukrakpam Leikai, Imphal, a member of the gram panchayat to the Manipur Information Commission stating that Imphal west-1 Haorangsabal, Lamsang SPIO has provided incorrect and incomplete information on the beneficiaries under IAY are not resident or voters of Bijoy Govinda Gram Panchayat and taken up of a repairing works of a convert.

The petitioner supported her allegation to the SPIO by electoral role 2007 of the panchayat and the Commission in a hearing on the petition on September 15 last year had also observed that the information of the SPIO was tempered, misleading and incorrect.

The commission also in favour of the allegation of the petitioner (panchayat member) providing wrong information that a convert at Khuraijam Leirak for which a sum of Rs 23,300 has been earmarked, has never been repaired and also Rs, 65,500 for street lighting and 56 quintals of rice which is the component of the IAY for the village is unknown to the panchayat members.

The SPIO's information of holding a meeting of the Bijoy Govinda Gram Panchayat on 6/5/2008 in the information furnished to the petition was also incorrect.

During the course of hearing the information relating to the IAY has been corrected by the SPIO and his subordinates, however the information relating to the utilization of rice, reparinig of convert and holding of gram panchayat meeting could not be explained fully, the order of the Chief Information Commissioner which concluded that the SPIO has "knowingly given incorrect, incomplete or misleading information in this case".

The BDO, Imphal west CD block-1 Haorangsabal has been submitting and misleading information throughout the proceeding of the case, through the director, Rural Development and Panchayati Raj, Manipur who is SPIO.

The BDO could not provide correct information, the order of the Chief Information Commission.

Pakistan's misunderstanding

The two nations, India and Pakistan which are equipped with the nuclear equipments, usually seen active in the directions of increasing mutual cooperation in the SAARC’s annual meetings, but misfortunately, these two countries often frown at each other at the same time. However the public of these two countries do not like mutual tension.
 
The journalists, literates, persons concerned with sports, films, music, trade, industry and specially those that have mutual relationships on both the sides of the border do not wish the tension to be present anywhere. But in reality, not only among the political leaders of both the countries but among the common people, there is a large group that is in favour of ending the bondages like boundary line, visa and passport. Then why the armies of the both sides come to the mood of combat whenever they see each other.

The people of the world and even Pakistan very well knows that the illegal entrance from Pakistan side in Kargil and Drass sectors of Jammu & Kashmir area in 1999 made a war like atmosphere between the two countries. As a result of it many soldiers were killed from both the sides. Why the Pak rulers did that illegal entrance? Right in the same way, because of the attack on Indian Parliament on December 14, 2001, many terrorists were killed that bore relationship with Pakistan. This attack on the Indian Parliament shocked the pride of India. That time, too, Indian armies came out of their barracks and marched towards the boundary line. But because of the understanding of both sides and interference of international powers, India showed its tolerance power and called the armies back to the barracks.

Now again a tense atmosphere has come out between the two countries. The reason for the tense atmosphere of this time is the attack of Pakistani terrorists on this November 26 on some main places in the cosmopolitan city of Mumbai. This time, where the nine terrorists were killed by the Indian security agencies, the tenth named Mohammad Ajmal Aamir Qasab was arrested alive. The arrested terrorist during interrogation is giving information regarding the running of terrorists training camps in Pakistan. These pieces of information are not new to the India. Because India, for the last decades is saying again and again that there are nurseries in Pakistan that are nurturing and producing the terrorists, in the name of religion in Pakistan. But Pakistan never admits it and expresses its doubts to it. The rulers in Pakistan have always tried to hide the facts and put curtains over it. They deny the facts that there are training camps for the terrorists on the soil of Pakistan.

It can be said that the Talibans ruled over Afghanistan. But in reality they got their energy from Pakistan. Can Pakistan deny the fact that it was Pakistan that gave recognition to the cruel Talibani Government in Afghanistan? After 9/11 and NATO attack under leadership of America on Afghanistan, the Taliban spokesman used to put its side, while it was in Pakistan. Now the Taliban, is active by the name of Tehrik-e-Taliban in Pakistan is involved in the violent and destructive activities in Pakistan and is beyond the control of the Pakistan rulers. Pakistan lost its one of the big leaders, Benazir Bhutto only because of its wrong policies of nurturing the terrorism, hiding the terrorism activities of the terrorists and telling lies about the terrorists before the world. President Musharraf had a narrow escape for two times from the terrorist attacks. Nawaz Shareef was also a lucky person who escaped the terrorist attack. Merriot Hotel was a prey to a great suicide attack. All these terrorist activities reached that limits only because of the fact that the Pak rulers acted cowardly and did not face and challenge of the terrorism but hid it.

Now once again the Pakistan rulers are repeating that blunder. Despite the attack of November 26, on Mumbai by the terrorists and the acceptance of the arrested terrorist that he is Pakistan citizen, his acknowledging the fact that there are terrorist training camps in Pakistan, the Pakistan rulers say that we want some proofs from India. The citizenship of the arrested terrorists Ajmal Qasab is being doubted by them. But now Aamir Qasab, the father of arrested terrorist, who is a citizen of Pakistan has admitted that Ajmal Kasab is his son. Now what more proof do they demand?

Now one misfortunate thing is happening in this tense atmosphere and that is a group of Pak media, just like Pak rulers, is hiding the truth by the false arguments and trying to misguide the world by putting a strong curtain over the bad & dangerous activity of terrorism. Last days, in a famous paper, a photo of the terrorist Ajmal Qasab was published in Pakistan. In that photo Qasab was shown with a weapon in his right hand and hinting some what by his left hand. The photo taken at CST terminal Bombay by CCTV camera is being seen in the world. The columnist of Pakistan studied the photo minutely that there is a thick thread tied on the right wrist of Ajmal. The writer put the argument that such type of threads is tied by the Hindu community. So Ajmal may be the terrorist having connection with Hindu community. Now what can be the answer to this Pak journalist if the father of the terrorist is confessing that Ajmal is his son? The second fact is that even in Pakistan same Muslim faqirs, managing the shrines in Pakistan, tie these threads. This is done in the Muslim community also. The Pak media should tell the truth and justice and not “to rob peter to pay Paul”.

Some responsible journalists in Pakistan accuse India that it hurriedly blames Pakistan. For this they give reference of the Samjhota Express and Malegaon bomb blasts. But Pak media and Pak government should keep in mind that Indian security agencies examined the accident of Malegaon and tried their best to do fair deal with it. It was done with honestly, efficiently impartially and reasonably. The Indian security agencies without the foreign pressure itself blamed the Hindu terrorism. There was no pressure on them from the secular political organisations. I agree with the argument of Pak media that there is lack of transparency about the discussion of the politicians of both the countries. They see tricks behind the right advice even. Obviously the terrorist enjoy the distrustful atmosphere of this type and other countries get chance to interfere in the mutual affairs of India and Pakistan.

The present rulers of Pakistan and even the former ruler president Pervez Musharraf are requesting the world to behave with them sympathetically as Pakistan, itself is affected of terrorism. Pak Defence Minister Ahmed Mukhtar, himself admitted that had Pakistan not banned the Lashkar-e-Taiba, Pakistan would have been declared a terrorist nation by UNO. These circumstances cause worry not only to Pakistan, but to India also. There are not one or two proofs that terrorism is being nurtured in Pakistan, but there is hundreds of it. But misfortunately the Pak rulers are even now trying to prove it a lie. The Pak terrorists are not only giving hard blows to India but they are shocking the all countries of world. Shahzad Tanvir a suicide terrorist who caused the 7/7Metro railway accidents in London was trained and educated in Pakistan. 52 innocent persons were killed in this accident. Shahzad Tanvir is seen as a hero among the fundamentalists in Pakistan. The South Asia Bureau chief of Wall Street journal, 38years Daniel pearl was kidnapped in Karachi while going for an interview. He was beheaded in February2002. In this terror accident in Karachi a Pakistan’s British citizen Umar syed sheikh was hanged.

There are several examples of such type and not one or two. The terrorist and extremist religionist organizations and many other names are there that are harming the world. But first of all these are proving harmful to Pakistan. So the Pak rulers, the Pak army and the ISI that is being held responsible for making Pakistan unstable should try to understand the evil effects of the terrorism. Pakistan itself should try hard to uproot the terrorist network as there should be neither doubt to India for its not taking any action against terrorism nor to America or other countries a chance to interfere.

Ccpur students take part in science congress

Lamka, Jan 14 : Four students from Churachandpur`s Tawna College represented the state in the recently concluded 16th National Children`s Science Congress held at the Livingstone Foundation School in Dimapur, Nagaland.

The congress, held from December 27 to 31, was hosted by the National Institute of Health Environment and Social Welfare and was formally inaugurated by the former President APJ Abdul Kalam.

The conference which was participated by 10 child scientists of the state was sponsored by the Rashtriya Vigyan Evam Prodyagiki Sanchar Parishad, department of science and technology, government of India.

576 child scientists of the country participated in the conference and interacted with students drawn from the north east in the presence of APJ Abdul Kalam.

The students team from Churachandpur consisting of students submitted a project on "Traffic survey in Churachandpur town, Manipur".

Robbery in NH 53

Imphal, Jan 12 : An armed person robbed the customers of a fast food centre located along National Highway 53 at Sagoltongba Sabal Leikai under Patsoi Police Station in Imphal West district of their mobile phones and cash at gun point today.

The incident reportedly took place at around 2.30 pm.

According to information received by the press, the gunman who identified himself as Loya of KCP-MC took away four mobile phones and whatever cash that he could lay his hands on from 10 customers who were sitting inside the fast food centre.

Before leaving the armed person had also noted down the names of all the customers and assured that all the mobile phones would be returne.

Anganwadi meet held

Imphal, Jan 12 : STATE SOCIAL Welfare Minister, N Loken today said, 70% of the anganwadi centres were not functioning properly.

He was speaking at the state level convention on ICDS in Manipur organized by the Anganwadi Workers and Helpers Union, Manipur at GM Hall.

The inauguration function of the convention which the minister Loken graced as chief guest was presided by MLA O Joy in which MLA T Mangibabu, former chairperson of the Imphal Municipal Council, A Jibanlata, PO and protection officer, domestic violence, M Ranjana attended as guest of honour.

General secretary of the All India Anganwadi Workers' Federation, Bijayalaxmi also attended the convention as special invitee of the function. Delivering his speech as chief guest, minister, N Loken admitted that the demands put forward by the anganwadi workers and helpers are reasonable but 70% of the centres are not properly function.

Children are seems to be collecting only at the time of the receiving the kits and other material supply to the centres.

He also says, as the ICDS is a central sponsored scheme, state could not do nothing on its own.

A total of 9000 anganwadi centres are there in the state but not sparing by the duality culture, two associations of the workers and helpers come up and instead of taking interest in how to nourish the children as a part of the objective of the ICDS, they are thinking about the honourariums, he adds.

He also criticized the workers for going to court in the appointment of supervisors of the ICDS which 25% is reserved for them at the time of appointment resulting to the delay of the appointment process.

The only looser by this situation is to the society, he observes.

O Joy MLA who presided the function talks on the role of the anganwadi workers and helpers in bringing up the children like a mother recalling the saying of Napoleon "The hand that rock the cradle rule the world".

He also says that workers and helpers should be imparted well training on nourishing the children so as to get the objective of the Central sponsored scheme.

Despite being a good scheme, if implementing agencies and concerns do not convert it into work properly, the objective could not be achieved, he adds.

Samurou residents protest 'fake encounter'

Imphal, Jan 12 : RESIDENTS OF SAMUROU in Imphal west district today staged a sit-in protest against turning the village into a 'killing field'.

The residents alleged that the suspected People's United Liberation Front (PULF) activist killed by a combined force of police commandos and troops of 12 Maratha Light Infantry at Samurou village last night around 8.30 was not an encounter but shooting him to death after bring him there from other place.

A police report, mention may be made, had said that the activist was killed in an encounter and claimed recovery of a 9 mm pistol loaded with three live rounds and a hand grenade from the spot where the encounter took place.

Contrary to the claim made by the police, residents of the area said that the youth was shot dead by the security forces after bringing there by them last night.

Citing that in pass also security forces had done the same thing there, local residents carried out a sit-in protest at locality commencing from around 11 am with slogans not to turn out their place to be a killing field.

The protesters said that they want to live peacefully while expressing condemnation to the security force breaking the peace of the area and causing panicky to them.

"Stop killing people in fake encounter," they said.

Chingaren residents protest against land acquisition

Imphal, Jan 12 : DEMANDING review to the government decision to establish industrial growth centre at Chingaren, affected people of the area stormed the residence of Commerce and Industries Minister Y Irabot at Porompat today.

The anguish people are protesting against the decision of the cabinet to construct an Industrial Growth Centre over the vast areas of Chingarel paddy field which will amount to snatching of living ways of thousands of people cultivating fields.

The acceptance to the proposal of constructing an Industrial Growth Centre (IGC) by the Secular Progressive Front (SPF) Government led by CM O Ibobi as a progressive step of development may give birth to another major agitation including general strike in the state, the protest hinted.

The SDPO of Imphal West District consoled the anguished public stating that the minister is not at home while receiving the memorandum submitted by the people assuring that he will hand over it to the minister.

In the memorandum JAC against the construction of IGC over the land of Chingarel paddy field expressed strong opposition to the government plan and appealed to withdraw the resolution passed by the cabinet.

The protestors carried with placards written as Loumigi Punshi Kallu, Loukon Kanbada Thawai Kathokpa Keegumshi, Manipurgi Praja Chara Helhandanaba Upai Thiyu, Car Tongkhibada Chara Henba Kaorabara and Conservation of Paddy Land and Wet Land Bill Puthoktuna Loupham Kallu.

The JAC represented by the residents of Sawombung, Waiton, Tejpur, Mani Yaishkul and Khurai will visit the Commerce and Industrial Minister Y Irabot at his office to talk on the issue tomorrow afternoon.

The Secretary of the JAC against construction of IGC at Chingarel Loukol, Sanasam Chandra Kumar while talking to the media said that the JAC cannot accept cabinet decision to shift the site for the construction of IGC from Napet Palli to Chingarel.

He also said that abandoning a productive paddy field of 500 acres which is feeding the people of the state arbitrarily with power to construct IGC in disguise of development by the Government led by Ibobi is an unclean politics.

In case, if the government does not give any assurance to step back from the resolution, the JAC will impose bandh of Ukhrul road, statewide general strike and also mass rallies within this month.

The secretary of the JAC further said that another incident which more intensive than the June 18 agitation will be launched if the government does not consider their demand.

Revision of HSLC exam prog demanded

Imphal, Jan 12 : PARENTS AND guardians of the students appearing in the up coming HSLC exam 2009 have demanded revision of the programme of the examination which would be commenced from February 27 alleging that authorities failed to focus on the revision time to be given to students during the exam period.

Apart from not giving enough time for revision of the students in the examination programme, the authority fixed programme on the Id-Ul Milat, said the parents and guardian in a meeting held today at Manipur Press Club organized jointly by the AMSU and DESAM.

Among other, the meeting resolved to constitute a committee of the parents and guardians of the students appearing in the forthcoming exam and to press the authority of the Board of Secondary Education Manipur to revise the exam programme so as to give enough time for revision by the students.

The meeting also expressed condemnation to the authority of not considering and making exam programme on Id-Ul Milat, one of the biggest religious festivals of the Muslim community.

Security on high alert in Manipur

Imphal, Jan 12 : Security in and around the VIPs residential areas in Imphal have been beefed up further in a run-up to the Republic Day celebration, 2009 to prevent any insurgent activity in the said areas.

Meanwhile, not only the installations neighbouring to the chief minister's bungalow and Raj Bhavan, other installation nearby the state Assembly Complex are likely to face the same fate of DIPR office near CM bungalow as government is considering for removing the same for the security at the Assembly.

Night policing and round the clock security coverage in and around the Imphal to have vigilant on the movement of militants have started conducting, said an official source adding that police are also assisting by the Manipur Rifles and IRB in the vigilant.

A total of 25 mobile patrolling teams including quick response team securing in and around the city area to check infiltration and movement of insurgents have been intensified.

Frequent verification of security personnel deploying in the vital installation and VIP zone areas are also conducting twice a day by senior MR, IRB and police officers not below the rank of SP or CO, the source said.

Official here said, the security measures have been step-up following information received from the Union ministry of Home Affairs that overall security situation during the festivities throughout this month (January) including the Muhararram, Makara Sankaranti and Republic Day celebrations remains sensitive and fragile especially in the aftermath of the recent terror strikes in Mumbai.

The security atmosphere stands further vitiated following the growth of separatist, anti establishment ideologies and linkages among the various groups, acquisition of weaponry by different extremists/terrorist groups and increasing sophistication in their planning to carry out subversive acts, targeting of VIPs, vital installations, iconic institutions and major national events/occasions/ festivals figure high on their agenda and various inputs indicate their resolve, capability and high level of preparedness to cause damage and disruption by taking advantage of weak and vulnerable aspect of security arrangement, the source said.

All police forces and officers, right down to police station level have been instructed to remain alerts.

Local intelligences machineries have also been asked to sensitize to the prevailing threats perceptions and gear up to the extent possible to ensure an extremely high level of vigilance to prevent the occurrence of any untoward incidents throughout the month, it added.

In Manipur, militants have been boycotting the Indian Republic Day Celebration every year since the last around 20 years by imposing general strike across the state.

At some instances they had also carried out attack and ambush to the security forces with the approaching of the day.

Meanwhile, state government has informed the Union home ministry of home affairs about the opening of state Lottery building at 1st MR complex as "Save House" for the employees under militants threat and preparation for the accommodation of Special Security Guard (SSG) of the Central Industrial Security Force (CISF) for the protection of the chief minister, O Ibobi, the source added.

Government further informed that removal of offices nearby the vital installation, bungalow/Assembly complex and chief minister's secretariat and Raj Bhavan are in good progress.

VA rules

Imphal, Jan 12 : The village authority of Samulamlan village, Churachandpur district has asked all individuals and groups/organisations to follow its rules and regulations so that peace and unity prevail within the village.

A press release issued by the village authority said that no one is allowed to enter the village without permission from 6 pm to 5 am.
It further cautioned that the village authority would not be responsible for any untoward incident within the village.

Combined force kills three UGs

Imphal, Jan 11 : TWO CADRES of the People's Liberation Army (PLA) and one cadre of the People's United Libereation Front (PULF) have been gunned down by the Thoubal police commandos and combined security force in two separate alleged encounters.

The first encounter occurred at the Buffalo Farm junction near Kharungpat in Thoubal district on Saturday afternoon.

The police commandos also arrested a cadre of the People's United Liberation Front (PULF) on Thursday morning from Phundrei village in Thoubal district.

A press statement issued by Clay Khongsai, IPS, Superintendent of Thoubal district police informed that on receipt of specific information of the presence of PLA cadres on the axis of Sekmaijin, Wabagai and Keirak, the police commandos were pressed into service to pre-empt any subversive activity by the militants.

And in the eventual shootout that followed two of the cadres were gunned down while the others managed to escape, stated the SP and informed that the shootout lasted for about 15 minutes.

The forces also recovered three AK 56 rifles along with five magazines, 40 rounds of live AK ammunitions, two pressure bombs and a bag, stated the press statement.

However, a different source informed that the two persons were arrested by the Thoubal district police commandos from Thoubal Ningombam area.

On being interrogated, they had disclosed the spot where a lot of arms and ammunitions were concealed.

Among the arms and ammunitions recovered by the police included seven AK rifles, two lethode guns, 1,500 live rounds of AK rifles and some pacer bombs, the source said.

The Thoubal police commandos also arrested a cadre of PULF on Thursday morning from Phundrei village in Thoubal district during frisking and checking, stated the press statement of the SP made available today.

The cadre has been identified as Bogimayum Ramijuddin, 25, s/o Amubi of Irong Makha Leikai, Thoubal district.

In another incident, a combined force of Imphal west district police commandos and 32 AR shot dead a suspected PULF activist in an alleged encounter that took place around 8.30 pm today at Shamurou Awang Leikai on the Imphal river bank within the jurisdiction of Wanggoi police station.

The combined force allegedly recovered one 9mm pistol along with a magazine containing four live rounds.

The body has been taken to the RIMS morgue for identification and post mortem.

25 trucks, 45 bullet tankers arrive

Imphal, Jan 11 : AMIDST THE ongoing economic blockade called by the Naga People's Organisation (NPO) along the national highway (NH) 39 leading to Manipur and the various issues surrounding it, 25 (twenty-five) loaded trucks have reportedly left the Mao Gate in the Manipur-Nagaland border on Saturday evening amidst tight security and escort by the 2nd MR towards Imphal.

As per reports reaching here, 25 (twenty-five) loaded trucks and 45 bullet tankers left Mao Gate this evening around 3.25 and are headed for the state capital, Imphal escorted by personnel of the 2nd MR.Manipur Works minister K.Ranjit along with media persons have gone to meet the drivers of the trucks at the Mao Gate area this morning.

However, tilt the filing of this report, the minister and the media persons were yet to return to Imphal.

This comes in close heels of the reported incident of Friday wherein 270 trucks heading for outside the state where stoned by bandh supporters thus forcing them to return to Imphal.

In the reported incident, windshields of four of the trucks were broken.

Following this incident, the All Manipur Petroleum Tanker Drivers' Union and Manipur Drivers' Welfare Association had decided for a meeting on Saturday but was reportedly called off citing no specific reason.

Meanwhile, expressing concern over the lack of security and escort for the trucks, Bhupenchandra Ghosh, president, All Manipur Petroleum Tanker Drivers' Union informed that there was fear in the minds of the drivers especially in their journey between Mao to Motbung.

He also stated that the numbers of escorts was too less in comparison to the high number of trucks.

He however, had high praises for the escorts between Khatkhati in Assam to Mao in Manipur.

Further expressing concern over the condition of the NH 39, the president stated that the condition of the road be improved as soon as possible.

Stating that it was also a matter of health concern for the drivers, Bhupenchandra Ghosh added that the bad condition of the highway could lead to accidents thus threatening the lives of the drivers.
